A bank is subject to a local retail merchants' license tax on its gross receipts from the sale of checks to bank customers if the bank takes the orders directly and is liable for payment to the printer (whether or not it collects a charge from its customers). The test is whether the sale is made by the bank or by the printer. Furthermore, the tax applies even though the bank derives no profit from selling checks.
