Payment Options

The Virginia Department of Taxation offers several options for payment of Individual Income and business taxes.

Web Upload Program (Sales Tax and Withholding)

Web Upload is used to both pay and file Sales Tax and Withholding.  The payment information and the banking information must be included in the customer's record in the submitted file in order for the payment to be applied to the customer's account.  The payment is debited via EFT from the banking information listed in the customer's record.  At this time only checking accounts may be used to make payments with Web Upload.

QuickPay is a free and secure online bill paying service offered by the Department of Taxation. You must have the specific bill number(s) to use this service. It allows you to:

Check or Money Order

Attach your check or money order, made payable to the Treasurer of your city or county, to your return. Please include your social security number and telephone number on your check, and write the specific tax year you are paying in the memo line. For example: "2007 individual income tax."

Businesses should attach their check or money order to the specific return they are completing. The address to send returns and payments to the Virginia Department of Taxation is listed on the return or in the instructions for each return. For specific addresses for each type of business tax, please go to our Need a Form? section and click on download forms to find the specific tax return you are looking for.

In cooperation with the Department of Taxation, Official Payments Corporation offers individuals the opportunity to pay taxes by telephone or directly over the Internet. In order to process your payment, Official Payments Corporation, the credit card service provider, charges a convenience fee based on the amount of the transaction.

To pay by credit card, call 1-800-2PAY-TAX or visit Official Payments. For phone and online payments, enter the Virginia jurisdiction code (1080) when prompted.

Electronic Funds Transfer for Business taxes

Electronic Funds Transfer (EFT) involves the transfer of funds from your bank account to the State's bank account.

Taxpayers whose average monthly liability exceeds $20,000 must pay their state taxes by EFT. The $20,000 average monthly tax liability applies to business taxpayers paying corporate income tax, retail sales and use tax, and withholding tax. The $20,000 average monthly liability applies separately to each tax. For example, if a taxpayer's average monthly tax  liability for withholding exceeds $20,000 but the taxpayer's average monthly tax liability for corporate income tax does not, the taxpayer is only required to remit withholding taxes by EFT.

All persons who act on behalf of 100 or more taxpayers (Payroll Service Providers/Bulk Filers) to remit individual income tax withholding payments must remit all such withholding payments by ACH Credit transactions.

The Department of Taxation also encourages other businesses that do not have an average monthly liability of $20,000 to voluntarily transmit their tax return payments by EFT. Payments are submitted directly to the Tax Department's bank from your business bank account. EFT not only saves check writing and mailing costs, but also ensures that your payment is made without the worry of a check being lost in the mail.
