Registering a Business in Virginia

To apply for a Federal Tax Identification Number (FEIN) online, go directly to the Internal Revenue Service website.

If you are starting a business in Virginia, you must register with the Virginia Department of Taxation prior to opening your business. Form R-1, Combined Registration Application Form, allows you to register for the following taxes:

Sales and Use
Employer Withholding
Corporate Income
Litter Tax
Consumer Use
Vending Machine Tax
Tire Tax
Corn Tax
Cotton Tax
Egg Excise Tax
Forest Products Tax
Peanut Excise Tax
Sheep Tax
Small Grains Tax
Soft Drink Tax
Soybean Tax
Communications Tax

When you have registered with the Department, you will be assigned a Virginia account number. It is important that you include your Virginia account number on your returns, checks, and other information that you send.

If you indicate on your Application for Registration that you will be collecting sales tax or remitting use tax, the department will send you a Virginia Certificate of Registration for sales tax. This is your permit to collect sales tax, and issue and receive exemption certificates. The Virginia Certificate of Registration must be displayed at your place of business.
