A reservoir owned by the City of Lynchburg and located entirely within Amherst County and partially used to supply water to other counties is "legally assessable for taxation' under § 58-14 of the Code of Virginia and subject to the provisions of § 58-19 of the Code, if its operation results in a substantial net profit.
