Starting January 1, 2021, Virginia will offer a Driver Privilege Card for individuals who are unable to receive a standard or REAL ID-compliant driver's license in Virginia because they are non-U.S. citizens and do not meet Virginia's legal presence requirements.

One of the eligibility requirements for a Driver Privilege Card is to have reported income from Virginia sources, and to have filed a Virginia tax return, or be claimed as a dependent on a Virginia tax return in the last 12 months.
