This page is for authorized external users and their staff to access information that will assist in their Virginia Tax related matters.
IRMS/ARWeb
IRMS/ARWeb is to be used by external entities (localities, setoff agencies, outside collection agencies, and other government agencies) to access Virginia Tax's Integrated Revenue Management System (IRMS) for all tax types except sales and use, withholding, digital media, vending machine, and tire recycling fee. Use other systems linked below for Virginia Tax matters related to those tax types.
EESMC
The External Entity Secure Messaging Center (EESMC) is an application for external entities to send and receive certain files and reports from Virginia Tax in a secure manner. Sales tax reports will be available in the Local Government Officials and Administrators Portal, not EESMC starting October 2026.
Local Government Officials and Administrators Portal
Tax information for the following tax types will be available in the portal beginning September 9, 2026:
- Sales and Use
- Withholding
- Digital Media
- Vending Machine
- Tire Recycling Fee
Sales tax reports will move to this portal starting in October. Local officials should continue to use IRMS/ARWeb and EESMC for all other business with Virginia Tax and to look at historical data.
Log on to the Local Government Officials and Administrators portal.
Outside Collection Agencies
Outside Collection Agencies (OCA) that partner with Virginia Tax should use this portal to manage sales and withholding tax collections. They can also manage digital media, vending machine, and tire recycling fee collections here. For other tax types, continue to use IRMS/ARWeb and EESMC.
Virginia Employment Commission
Certain Virginia Employment Commission (VEC) employees should use this portal to access Virginia employer withholding information. Government agencies should continue to use IRMS/ARWeb and EESMC for all other business with Virginia Tax.
VLC
The Virginia Learning Center (VLC) website is used to access the IRMS Training courses (for new employees or refresher training), as well as other training provided by Virginia Tax.
